[TYPO3-core] RFC #14337: "The install tool is locked" doesn't send No-Cache headers

Sorry, but I can't reproduce this behaviour.

I used various methods for creating the ENABLE_INSTALL_TOOL file, but by 
clicking on the Install menu item it loads the correct page.
