[TYPO3-core] RFC #14328: Include prototype using API at the login screen

Problem:
Currently prototype is loaded by a <script> tag in the HTML template of  
the login screen.
To use t3lib_compressor (and so the same file as later after login), we  
have to load it through the PageRenderer.

Solution:
Use the PageRenderer and remove the reference to prototype from the HTML  
template.
Patch does the same for scriptaculous, to have it in cache.
