[TYPO3-core] RFC #14191: Install tool lacks hint of how to create ENABLE_INSTALL_TOOL

Hi,

This is a SVN patch request.

Problem:
The new install tool still only states:
> Fix: Create a file named ENABLE_INSTALL_TOOL and put it into the folder  
> typo3conf/This file may simply be empty.

This file can also easily be created by accessing the User settings as  
admin.

Solution:
Give the user this hint and a direct link to the module, when he's logged  
in as BE admin user.
