[TYPO3-core] RFC #14282: t3lib_compressor processes JSlibs, even when it's not supposed to to

Hi,

This is a SVN patch request.

Problem:
While including the JSlibs (extjs, prototype,...) in Backend, the  
PageRenderer calls processJsFile(), which passes the JS file through  
t3lib_compressor.

Solution:
This must only be done, if $this->compressJavascript == TRUE
