[TYPO3-core] RFC #8305: SQL debug output is not shown in the Backend

Hi,

the following patch was committed to trunk, rev 7493 as follow-up

Reason: when using 
$GLOBALS['TYPO3_CONF_VARS']['BE']['compressionLevel'], the website was 
not visible because of encoding error. So, when a debug is in buffer, 
the compression is stopped and a header is neeaded to indicate this.
