[TYPO3-core] RFC #7501: Remove Static-Templates from standard installation

I committed the attached patch to trunk as followup to 7501 (rev. 7491). 
The install tool shouldn't rely on static templates at all (or take it 
as a .

Discussed with Patrick Broens already, that the function should be 
deleted (and not deprecated).
