[TYPO3-core] RFC #14255: Don't remove the Navigation title on shortcuts page

Hi,

This is a SVN patch request.

Problem:
The field nav_title is not shown in page type "Shortcut", but it's used in  
HMENUs. When it's set, the user has to change the type to "Standard" to  
edit the nav_title.

Solution:
Show the field also for page type "Shortcut".
