[TYPO3-core] RFC: #13982: Feature: Renewal of the taskcenter

Problem:
This patch introduces the renewal of the taskcenter to make it more
usable as it is something very nice. The behaviour is still the same,
code and design are not.

Solution:
- Design has been approved by Jens but maybe some smaller things can
still change until the stable release.

- Interfaces are now used to include other extensions. 2 further RFCs
will be published for the changes to sys_action and impexp.

Additional information
- 2 major extensions from TER are based on the taskcenter. I adopted
taskcenter_recent already and the same with sys_notepad (don't have the
key yet therefore)

- To make it easier to test it, http://www.ringer.it/taskcenter.rar
includes all 3 sysexts taskcenter, sys_actions, impexp and just needs to
unpacked to typo3/sysext/

- As this is my first major patch to the list, please be still nice to
me, thanks ;)
