[TYPO3-core] RFC #11386: t3lib_cache_backend_FileBacked violates open_basedir_restrictions

Hi,

i retested v3, and it works.

I didn't made the changes for windows using "/" with absolute paths 
because it makes it more complicate and was not to fix in an easy way.

The only change i did was to show the complete path in exception which 
fails. In my further test, the printed path ($cacheDirectory) was 
correct, but the composited path ($documentRoot . $cacheDirectory) was 
wrong. This is a misleading error description. See v4 attached.
