[TYPO3-core] RFC: #13941: Deleting pages should check language permissions

Problem:
In TYPO4 4.3 deleting records is only permitted if the user has the 
right to delete all translations of that record. Deleting pages was not 
affected by this. As a result a user which has the right to work within 
the default language is still able to affect other languages just by 
deleting pages even if these pages hold pages_language_overlay records.

Solution:
The attached patch adjusts the related functions within t3lib_tcemain 
and t3lib_userauthgroup.
