[TYPO3-core] RFC #1740: date parameters are not confiogurable in indexed search

Hi!

This is SVN patch request

Problem: indexed search uses system wide parameters to output creation
and modification dates for documents. This causes problems with
multilanguage sites and different locales. It is better if this could be
configured with TS.

Solution: add two new TS options for this. Use system settings as
defaults if options are not set.
