[TYPO3-core] RFC #11696: External files with Umlauts/special chars in filename are not indexed

Hi!

This is SVN patch request.

Problem: if file names in link contain non–English characters, they
cannot be indexed because they are urlencoded.

Solution: call urldecode() on the file name before checking for file
existence.
