[TYPO3-core] FYI: Added feature #13888: htmlArea RTE: Add border around toolbar

FYI: The attached SVN patch was committed.

Problem:
The RTE toolbar has the same background as the surrounding area and 
looks kind of "loose".

Solution:
The attached patch adds a border around the toolbar so that it does not 
look so "loose". Also gives a visual cue of the RTE framework area 
before/after resize operations.
