[TYPO3-core] RFC #13709: [Feature]: History Icon in Record Edit view

Problem:
Within the record edit view at the top next to the save buttons there is 
no history view button. It's long-winded to get from the edit view to 
the history view.

Solution:
At the top of the record edit view, right next to the save buttons you 
get a history view button.
