[TYPO3-core] RFC #13701: Bug: @ini_set() works only on windows, on some unices it could render the function unusable

I've added this, to keep the functionality in sync with the code documentation:

* The -f parameter is only enabled if the parameter forceReturnPath is enabled in the install tool.
