[TYPO3-core] RFC: #14955: Edit user link broken in Taskcenter

Hi,

this is a SVN patch request.

Problem:
As the API of the taskcenter changes in last minute before final
release, one link was missed by me to be adopted. Therefore it is
currently not possible to delete BE users in the task "Create BE users"

Solution:
* Use the correct parameter <extkey>.<classname> instead of <extkey>.tasks
* Do some CGL
* Convert the & to amps by using hsc
