[TYPO3-core] RFC #14885 : bugfix : no access to taskcenter (tasks) for non-admins

Hi,

This is a SVN patch request.

Problem:
Tasks in taskcenter are not accessible to non-admin. A non-admin sees a 
flash message "Error. No access to this module."

Solution:
SC_mod_user_task_index::checkAccess() checks if access is blocked, but 
in the end returns FALSE if no blocks are found. Return TRUE instead :-)

How to test:
Create a task for a non-admin, login as non-admin user and try to 
execute the task. After patch it is allowed.
