[TYPO3-core] RFC: #14872: Module Permission misses correct cursor-icon

Hi,

this is a SVN patch request.

Problem:
The module Web > Permissions misses a cursor:pointer which is missing
because of using the sprites

Solution:
Adopt the stylesheet for the new requirements

How to test:
Switch to the permissions module and notice the default cursor which
prevents from showing that the icons are clickable.

Additional information:
There seems to be an additional bug "User overview" always shows
ok-icons only. Will be a seperate issue.
