[TYPO3-core] RFC #14636: Improvements to new Backend skin

Hey all,

the attached patch was committed to trunk (rev. 7989)

Fixes styling of

  * TCEforms without tabs
  * TCEforms with Flexforms
  * TCEforms with IRRE (just so it is usable, not really perfect, but it 
works)
  * Simple headline styling for new Content Element wizard
  * CSH improvements
  * TSconfig popup lookup styling
