[TYPO3-core] RFC #14733: Improvements to Backend skin

Hey all,

more modifications:

  * better separated CSS (ready to commit, I think)
  * better styled CSH
  * better styled template info/modify
  * styled info popup

Things I still want to get in but haven't had time:

  * Simple gradient when having TCEforms without tabs
  * Haven't checked the htmlarea skinning
