[TYPO3-core] RFC #14719: Automatically create ENABLE_INSTALL_TOOL file when 1-2-3 Install Tool is used

Hi,

After some more thoughts and discussions with Jeff i think about 
following solution:

If no DB connection is configured, always
1) create ENABLE_INSTALL_TOLL file
2) force 1-2-3 mode for enter DB params
3) forbid advanced mode. If you try with manual url, redirect to 1-2-3 mode

This is very strict but makes sense: without db params you can't run 
TYPO3, so no reason to configure advanced params.
This is absolutely safe, no security issues can raise.
