[TYPO3-core] RFC#14752: Add Update Wizards for Skinning Changes

I uninstalled t3skin, started the Install Tool and in the Update Wizard 
it reported that t3skin was missing.
After letting the Install Tool perform the installation of t3skin, the 
Update Wizard *still* reported that it was missing. Trying to let it 
install again resulted in the mysterious "something went wrong" message.

Sory, but:

-1 for not detecting that the wizard just installed the extension 
succesfully

Notes:
- there is 'show database queries that were executed' checkbox, even 
though no database queries were executed at all (minor inconvenience)
- the list of installed extensions which is shown after adding it to the 
list of installed extensions does not fit on the screen at all
