[TYPO3-core] RFC #14467: Code cleanup: t3lib_iconWorks::getIconImage is not needed anymore

Hi,

i reverted this one in rev 7914.

There are over 50 calls in core to this function, 16 calls each BE call 
on my site. This floods the dep. log.

Let's find a proper fallback first.
