[TYPO3-core] RFC: #14708: Version selector looks cryptic

Hi,

attached 2nd version
* localized all strings
* added new labels to sysext version
* applyed CGL to complete function

so it's only cleanup to version one.
This allows also to move the function to sysext version in second step.

Needs a testing review by a core member.
