it's the same purpose. extCache=0 dosn't cache extension data of 
extTables / localconf scripts, and develop wit ExtDirect needs fresh 
generated API from the router class always when you change any function 
in it.
So setting disables "Extension cache" which perfect match also 
"extension's ExtDirect API cache"

When you use ExtDirect you will notice how annyoing this cache is while 
change, it is good if everything is finished.
