[TYPO3-core] FYI: Fixed bug #14397: htmlArea RTE: Incorrect encoding of some labels when BE is not utf-8-encoded

Problem:
Custom labels of colour dialogues and of some selector boxes (block 
elements, inline elements, fonts, languages), especially when specified 
directly in Page TSConfig, are not correctly encoded when the BE is not 
utf-8-encoded. As a result, a PHP warning is raised by json_encode().

Solution:
utf8-encode labels when necessary.
