[TYPO3-core] RFC: #12646: Click on icon does not open/close sections

Hi,

this is a SVN patch request.

Problem:
In the status screen of reports module there are the sections 
"TYPO3-System", "System" and so on.

If you click on the text, opening/closing the accordant section works.

But if you click on the icon, it does not. It throws a JS-error.

Remark:
The icon doesn't mean the arrow image but the status icon like "Warning" 
you may have inside the h2 if something isn't as expected, see screenshot

Solution:
check on click if the icon is clicked.
