I would say, we should rethink this change. As we now see with #15263, 
sanitizeLocalUrl() behaves different in 4-1 than in newer versions.

If sb. has ideas (e.g. can we just backport the function? know this 
shouldn't be allowed..), just response and please set typo3-dev as 
reply-to group.
