Attached version 3 which prints a formatted error message.

Testing on Windows is easy:
Comment one or more of the essential modules (.dll files) in php.in and 
restart Apache.
Run install tool in 123 mode (/typo3/install/index.php?mode=123) and the 
  error is shown.
