[TYPO3-core] RFC#15087: BUG: Page tree icons do not show if access restrictions are extended to subpages anymore

Hi,
this is a SVN patch request.

Problem:
When setting access restrictions on a page and setting the flag to 
extend those restrictions to sub pages the page tree used to have an 
icon to show that behavior.
In 4.4 this is no longer the case.

Solution:
Change the priority of the overlays.
I checked 4.3 and found out, that "include subpages" on its own won't 
show up. Therefore changing priority is not enough to achieve 4.3 
behavoiur. Adding a check for set accessrestriction has to be done, too.
