[TYPO3-core] FYI72 #15221: Add hook to postprocess upload of a file

Method declaration in v2 gives the filename as reference.

This allows the hook to convert the file to another format and still be 
properly referenced. For instance you may upload a .tga file and the 
hook will convert it to .png.
