[TYPO3-core] RFC: #15172: Add wrapper files for list/filelist modules

Hi,

this is a SVN patch request.

The mods were in typo3/mod before using typo3/db_list.php and 
typo3/file_list.php.

This files are moved to sysextensions. But extensions may link to these 
files directly.

Solution:
Add wrapper files that redirect to the correct location, add a 
deprecation log entry.
