[TYPO3-core] RFC: #15153: Move mod/user/ws to sysext version

Hi,

this is a SVN patch request.

There are a couple of sysexts reside in typo3/mod. This was historically 
the first place of sysext, they are now in typo3/sysext.

The patch moves the workspace module to sysext version

For easy test:
1) delete typo3/mod/user/ws
2) extract ws.zip in typo3/sysext/version
3)apply 15153_testonly.diff

just FYI: existing files will me moved (svn mv) to keep the history.

Addition:
As this also belongs to workspaces team, i spoke to Sonja Scholz. it was 
their plan anyway to integrate this is sysext version, so this is part 
of their task.
