[TYPO3-core] RFC #4097 CSV export fails under HTTPS in Internet Explorer

Problem:
The CSV export in the list module fails to download the file under a 
HTTPS connection in Internet Explorer, versions 6 through 8. See 
http://support.microsoft.com/kb/323308

Solution:
The solution is to add cache control headers for Internet Explorer

Notes:
Attached is a diff which fixes the problem. I have tested it in IE8 and 
IE7 and it resolves the problem for those browsers. I can't confirm 
that it also fixes it for IE6.

It may be that this problem is occurring elsewhere in the TYPO3 core 
when files are being downloaded through IE in a HTTPS site.
