[TYPO3-core] RFC: #15127: Access restriction to backend search

Hi,

this is a SVN patch request.

Problems:
- Currently the backend search is always available and there is no way
to deactivate it.This is bad because sometimes it is just not needed or
wanted. => feature

Furthermore the list module is necessary for displaying the results. If
it is not available but the search is used, the backend is loaded inside
the backend => bug

Solution:
Add the feature to disable the backend search and also check the access
to the list module.

How to test:
1. Create a BE user with no access to list module
2. Try to use the backend search
3. Apply patch and recheck

2. Apply patch
3. Set in UserTsConfig: options.enableBackendSearch = 0
4. Check if search is hidden

Additional information:
Manual will be provided as soon as the patch or at least namings are
accepted
