just 2 more CGL things, after that this should be ready:

1. Identifiers: Abbreviations should be avoided
$httpHostPos should be named like $httpHostBracketPosition ...

2. Ternary conditional operator must be used only if it has two outcomes
Definition of $retVal in 'TYPO3_PORT' uses the ternary conditional
operator in wrong way (three outcomes).
Why not just use this one:
list (, $retVal) = explode(($httpHostPos !== FALSE ? ']:', ':'), $httpHost);
