I added "10.20.30.40 repositories.typo3.org" to /etc/hosts
(c:\windows\system32\drivers\etc\hosts on Windows) and tried to refresh a
list of extensions. Without the patch it takes a very long time. With the
patch it aborts quickly (I set 10 as timeout).
