[TYPO3-core] RFC #13309: t3lib_div::getURL curl connection has no connection timeout

Hi!

This is SVN patch request.

Branches: trunk

Problem: if your server uses cURL and the remote host is down, cURL will
wait indefinitely because there is no timeout.

Solution: add a corresponding option to the Install tool and cURL.
