Problem:
Testcase for t3lib_div::isFirstPartOfStr is missing.

Solution:
Add a test :)

Notes:
Related to: #15002: Enhancement of	t3lib_div::isFirstPartOfStr

If you run the test you'll notice that t3lib_div::isFirstPartOfStr returns
true for NULL, 0 and false for '','' 
I am not sure if this is the intent behavior. This should be clarified in
order  to resolve #15002.
