[TYPO3-core] RFC: #14971: Unit test for sanitizeLocalUrl fails on installations inside a subdirectory

Hi,

this is a SVN patch request.

Problem:
The unit tests for sanitizeLocalUrl are failing if the installation is 
inside a subdirectory.

Solution:
Fixed the validLocalUrlDataProvider to provide directories that consider 
subdirectories.

How to test:
Execute the t3lib_divTest::sanitizeLocalUrlAcceptsPlainValidUrls test with 
tx_phpunit. 

Note: This patch was a result of the work at the unit testing workshop at 
the #t3dd10 by Pascal Jungblut and myself.
