[TYPO3-core] RFC: #14907: Help Modules can not be disabled on a per user basis

Hi,

this is a SVN patch request.

Problem:
Under Help there are 4 Modules:
- "aboutmodules", "cshmanual" and "about" cannot be displayed or hidden
for single users.
It would be great, if they were selectable when editing a BE User under
Access Rights > Modules

- "tsconfig_help" already can be selected there (which is fine).

Solution:
Add the setting to the conf.php file

How to test:
Switch to a user/usergroup and see "Help->TypoScript Help" as only
module of the main module Help. Apply patch and reload the record and
see all 4.
