[TYPO3-core] RFC #13377: Feature: Provide a manual for system extension saltedpasswords

Problem:
System extension saltedpasswords currently lacks of a manual. This makes
it difficult for TYPO3 users to use this new security feature.
In addition, most of TER extensions which deal with user records are
still not capable of Salted user password hashes. The manual has a
developer guide that provides help on integration of salted user
password hashes support in other TYPO3 extensions.

Solution:
Integrate such manual.


Note:
Although it's a feature request, I'm sure the manual will make it to 4-3
branch, too. ;-)
