[TYPO3-core] RFC: #13090: 4.4.0 trunk: version warning with CSS styled content

Hi,

This is an SVN patch request.

Problem:
When I want to install Extension: CSS styled content 
(css_styled_content) from TYPO3 4.4.0 trunk, I get this warning message:

The running TYPO3 version (4.4-dev) is higher than allowed (4.3.99).

Additional:
This happens with nearly every sysext. It's nonsense because sysexts are 
part of core and should run with any release without raising the limit 
every time.

Solution:
set constraints depends for TYPO3 upper limit to 0.0.0
(newer sysextensions already do this)
