[TYPO3-core] FYI: #13327: Update ExtJS to version 3.1

Hi,

ExtJS was updated to latest release version 3.1 in trunk, rev 6811

I attached the changes relevant for core only.

There are 2 existing bugs in ExtJS i hope to get fixed soon (or in ExtJS 
3.1.1)

1) Comboboxes with readOnly are rendered wrong (reported: 
http://www.extjs.com/forum/showthread.php?t=90280)

2) Recycler used a "FitToParent" plugion, which does not resize anymore.
