[TYPO3-core] RFC: #13243: small improvements to t3lib_page

This is a SVN patch request.

Problem:
There are 2 functions which are quite often used: checkRecord() and
getRawRecord(), for example pi_getRecord() calls checkRecord().

There is a superfluous intval() and if there is no valid $uid, no query
needs to be made.
