[TYPO3-core] RFC: #13170: Workspace Owners should be manageable with groups as well

Problem:
The management of workspace access rights is inconsistent, members and 
reviewers can be assigned via user-groups, owners need to be assigned 
directly.

Solution:
The attached patch changes that towards better consistency, but makes 
existing configurations incompatible - imho it's still important to have 
consistency there. I try to bring up a upgrade-script during the next 
days within another issue - I'd like to get feedback for this issue in 
the first place.
