[TYPO3-core] RFC #13148: need logDeprecated function for included files

Hi,

this is an SVN patch request.

Problem:
The function t3lib_div::logDeprecatedFunction() is to log calls to 
deprecated functions. As we want to move some PHP-files sooner or later, 
it will become neccassary to log includes of deprecated files as well.

Solution:
Introduce t3lib_div::logDeprecatedRequire() which can be used in the 
deprecated file.
