[TYPO3-core] RFC #7501: Remove Static-Templates from standard installation

Hey Susanne and all,

I updated the extension and fixed the "ALTER TABLE" statement. I also 
updated the patch so it works with the latest trunk.

Files are in the BT:

  * T3X_statictemplates-1_0_0-v6.t3x
  * static_templates_2009_v6.patch

So, I count my +1 and Susanne's +1. However, it would be kind if someone 
else could look over the patch again.
