[TYPO3-core] RFC #13428: Caching of the ExtDirect API configuration

FYI: The attached patch was committed as follow-up to SVN Trunk (rev. 6921)

"Follow-up to feature #13428: Extended generation of the caching hash"

The background is, that if the TYPO3_CONF_VARS part changed and the
caching tables have not been cleared, the ExtDirect cache is not
regenerated automatically...
