[TYPO3-core] RFC #13574: html warning, because a plain & inside an url

Problem:
An html warning is inside the link of the following text, because of an 
unprotected ampersand.

"The default backend user "admin" with password "password" is still present. 
Edit this account, either deleting it completely or changing the username 
and password."

Solution:
Add a htmlspecialchars call to the link!
